Ricardo Orcero is responsible for network investments in terrestrial fiber and submarine cables in the EMEA region at Facebook. He has broad experience within the telecom industry, and is focused on infrastructure architecture, negotiation, acquisition, and implementation on a global basis.

His specialties include international experience in managing and developing telecommunications business, strategy, business planning, business development, marketing and sales, product development, carrier relations, project management, and customer service implementation. He is also a member of the Board of Governors of the Pacific Telecommunications Council and he is on the Board of Directors and Executive Committee of the Bridge Alliance, a grouping of 34 major mobile telecommunications companies spread across Asia, Australia, Africa and the Middle East.

He has been an advisor and consultant to cable development, private equity and government clients, and Vice-Chairman of the United Nations Joint Task Force that examined the gathering of disaster mitigation and climate information from the global web of undersea cable systems. Bayliff also served as CEO and board member of Huawei Marine Networks, where he introduced several major, technological advances into the marketplace. Previously, he was a member of the executive team of FLAG Telecom where he was an officer and deputy chairman for several group companies, and was responsible for the construction and operation of the FLAG Global Network, which encompasses 65, km of submarine cable systems and provides carrier-grade connectivity services to 40 countries.

Prior to joining Hawaiki, Virginie was the Sales Director of Intelia, a leading supplier of telecommunication infrastructure networks for the Pacific Islands region. Elaine holds engineering degrees from Union College and Stanford University.

She is active in many submarine cable community activities which focus on supporting the industry as a whole, including serving on the SubOptic Executive Committee and SubOptic Foundation Board. The past year has been unlike any other period in human history.

As we look to the future, now is the time to undertake three major steps. First, we need to reunite — as individuals; as PTC; as an industry; and as a world of individual communities united in a single purpose and vision — to leverage ICT technologies to help the people of the Pacific Rim and beyond.

After months of limited contact, this is a great chance to engage in dialogue, reunite with old colleagues and business partners, and discuss the issues and opportunities that face us. Second, we need to rethink many things — work from home, learn from home, hybrid work, shifting network traffic, new organization structures and partnerships, disruptive technologies, new regulatory directions, new consumer and business customer needs, and new practices and protocols.

Third, we need to move thought into action and renew — ourselves and our organizations. January is the time to implement new strategies, new sales approaches, new people in new roles, and recommit to existing initiatives. Whether through incremental steps or dramatic digital transformation, the steps we put in place now will define our success in the future.
